Craven County struggled with fuel supply availability for critical needs during emergencies. Hurricane Florence highlighted this issue when supply disruptions left first responders without necessary fuel. The inability of fuel tanker trucks to deliver fuel to local gas stations due to flooding exacerbated the problem, prompting the county to seek a solution to prevent such occurrences in the future.

INNOVATIVE FUEL SYSTEM DESIGN

The County initially consulted Vaughn and Melton Consulting Engineers, who involved the North Carolina Department of Transportation. Among the firms suggested, JF Petroleum Group (JF) was contacted and presented a Sourcewell cooperative agreement contract solution for a design-build fuel system. After a consultative discussion, Craven County approved JF to proceed with the project. A site was selected, and JF was contracted to design and construct the fuel system facility, which included various infrastructure components and advanced fuel system equipment.

RELIABLE EMERGENCY FUEL FACILITY

The new fuel system facility opened in April 2023, featuring civil grading, drainage, concrete, asphalt, two 12,000-gallon aboveground fuel tanks, fuel management and tank monitoring systems, canopy and LED lighting, dispensers, piping, a concrete utility storage building, an emergency generator and transfer switch, remote communications, facility fencing, site lighting, and related electrical work. The total contract amount was $1,022,293.88. Craven County is very excited about their new fuel system site, which ensures a reliable fuel supply for critical needs during emergencies.
